Mr. Makhetha Tumelo Moshabesha

Mr. Makhetha Tumelo Moshabesha serves as Secretary General of the Constitutional Board of the Centre for Development in Social Justice (CDSJ) and brings over twenty-five years of distinguished experience in public health, education, social development, adolescent and youth programming, HIV prevention, GBV prevention and response, LGBTQI+ programming, and social and behaviour change communication in Lesotho.

He is a seasoned development leader with a strong record of steering complex, multi-stakeholder interventions at community, national, and donor-funded programme levels, and is particularly recognised for his ability to connect technical programming with strategic leadership, systems thinking, and high-level stakeholder coordination.

His professional journey includes senior leadership as Chief of Party of the USAID-supported Khutlo Project at Sonke Gender Justice, service as Prevention Technical Lead with Baylor College of Medicine's Karabo ea Bophelo programme, and more than sixteen years with UNICEF Lesotho as an Adolescent and Youth Development Officer, where he contributed to national policy processes, adolescent-friendly health and school-based initiatives, and broader child protection and youth engagement efforts.

In addition to his institutional leadership roles, Mr. Moshabesha is the Managing Director of Thora Enterprises, through which he provides organisational and performance coaching, leadership development, training, and technical advisory support to government, civil society, and private sector actors in Lesotho. His profile reflects unusual breadth across programme implementation, policy development, strategic planning, advocacy, mentoring, and resource mobilisation. At CDSJ, he brings mature institutional judgment, strong documentation and coordination instincts, and a deep understanding of national development systems.
